The PhilMSTQ is a determined and dynamic group of individuals and institutions, both private and government, who have united to advocate for a strong, unified, and sustainable infrastructure for Metrology, Standards, Testing, and Quality (Certification and Accreditation) in the country. This infrastructure (aka NQI) is absolutely essential for ensuring health and safety, producing globally competitive products, promoting fair trade, protecting consumers and the environment, and supporting research and development. NQI has been the key to rapid economic development of many countries.
The organization was formed from the group that attended the initial consultative meeting called by the Bureau of Product Standards, together with the ITDI and consultants from the PTB Germany Technical Cooperation, which was held in September of 2004.

Mary Ann Hipolito is a Chemical Engineer by profession, who was a former Commissary Director at Philippine FoodAsia Corp. Presently, she is the Commissary Head of Midwest Food Industries, Inc., the maker of Lots’a Pizza, a 31-year old Filipino pizza brand.
PhilMSTQ received initial seed funding from Physikalisch-Technische Bundesanstalt (PTB), the national metrology institute of Germany. PTB extends technical cooperation to developing countries, such as the Philippines, to provide an enabling environment for their national quality infrastructure systems to adapt to international agreements.
The BPS is the National Standards Body of the Philippines established by Republic Act (RA) 4109, otherwise known as the Philippine Standardization Law and Executive Order (EO) 133.
As the National Standards Body, the BPS is mandated to develop, implement and coordinate standardization activities in the Philippines. It is primarily involved in standards development, product certification and standards implementation/promotion to raise the quality and global competitiveness of Philippine products at the same time to protect the interests of consumers and businesses.
The National Metrology Laboratory (NML) is the national metrology institute of the Philippines tasked by law to be responsible for establishing and maintaining the national measurement standards for physical quantities such as mass, temperature, pressure, voltage, resistance, luminous intensity and time interval and their dissemination to Filipino users.
The Philippine Accreditation Bureau is a separate body from the Bureau of Product Standards (BPS) mandated to handle the accreditation of certification bodies, inspection bodies, testing, and calibration laboratories in the country.
